Online sabong is suspended. E-sabong has been halted nationwide since 2022. The halt began with a spoken order on 3 May 2022, and Executive Order No. 9, signed by President Marcos on 28 December 2022, directs that the suspension continue.
No betting route is offered on this page, and the sections below explain what the order covers and why a site still taking bets is a risk.
Online sabong: what the 2022 suspension covers
Executive Order No. 9 carries a title that states its purpose: “Directing the Continued Suspension of Electronic Sabong Operations Nationwide”. Section 1 covers two things: live-streaming or broadcasting cockfights outside cockpits, and online or remote betting on those streams, wherever the betting platform sits. It says licensed traditional cockfights are not covered.
Section 2 has PAGCOR coordinate enforcement, with the DILG and PNP assisting.
President Duterte’s announcement of 3 May 2022 was spoken only. The written instrument to cite is EO 9. PAGCOR Chairman Alejandro Tengco said in September 2024 that PAGCOR had no plans to revive e-sabong and would follow the EO. No later order lifting it was found in the sources read for this page.
| Date | What happened |
|---|---|
| 3 May 2022 | Duterte orders e-sabong operations ended |
| 27 May 2022 | BSP Memorandum Circular 2022-026 tells banks and e-money issuers to deal only with government-authorised gambling businesses |

Red flags to watch for on a sabong site
Problem: a site shows a PAGCOR logo and a licence certificate beside live cockfight streams. Fix: PAGCOR has warned that fake sites use its logo and fabricated certificates, and it names three sites that generate counterfeit ones. Look the domain up yourself rather than trusting the image.
Other warning signs, each with a peso cost:
- A deposit button with no cashier page you can read first, so you cannot see a minimum or a fee.
- A withdrawal that asks for another payment before your winnings are released.
- Wallet deposit instructions, even though the main wallets removed gaming access.
- Pressure to move to a chat app to finish the transaction.
PAGCOR says unauthorised gaming is punishable by law and that such sites may put personal and financial information at risk. That includes the ID photo you would upload to register. A leaked ID is a cost no refund can reverse, and it is the first thing a fake site collects.
Peso example: a site asks for PHP 500 as a “verification deposit” and then PHP 2,000 as a “release fee” on the winnings. You are PHP 2,500 down with no licensed body to ask for it back, which is why the only safe amount to send is nothing.
What to do instead of chasing sabong sites
If what drew you was live action and a chance to follow a contest, there are lawful routes. the sports betting hub lists what a licence means, and the PBA and basketball betting, NBA game betting and boxing fight betting pages explain markets on lawful sports. Read the GCash casino payment page before sending any wallet money anywhere.
For casino games, the partner platform the buttons open is where you log in to an online casino account, register with your ID and get the app; check its licence on PAGCOR Guarantee first. The minimum age is 21. If gambling is hurting you, PAGCOR’s National Problem Gambling Helpline is open 24/7 at (02) 8248-9568.
How to Get Started
-
Read the order, not the banner
Open the government gazette entry for Executive Order No. 9, s. 2022 and read Section 1 yourself. Any site that says the suspension no longer applies should be able to point to a later order, and none was found in the sources read for this page.
-
Look the brand up on PAGCOR's lists
Search the domain on PAGCOR Guarantee and in the accredited-brand PDF. E-sabong is not a licensed offering today, so an online sabong brand has nothing legitimate to show.
-
Keep your pesos out of it
Do not deposit, and do not pay a fee to unlock an account. If you already sent money, stop sending more and report the site to the CICC.
