Is online gambling legal in the Philippines? The practical answer: it is legal on a platform that PAGCOR licenses and lists, for people aged 21 or older, and it is a risk to your money on anything else. PAGCOR, the Philippine Amusement and Gaming Corporation, publishes the lists you can check, and the check takes about two minutes and costs nothing.
Is online gambling legal in the Philippines? What PAGCOR lists
PAGCOR’s Electronic Gaming Licensing Department regulates local gaming operations and issues a gaming licence for each game offering, including electronic casino games and sports betting. Its page adds that an operator’s online service is an adjunct to a licensed gaming venue for registered players.
Two public lists let you test a brand. “List of PAGCOR-Accredited Gaming System Administrators and Registered Brands and Domain Names/URLs” and the licensed-casinos list were both dated 20 October 2026 when this page was written. A third route is the PAGCOR Guarantee site, which PAGCOR launched on 18 June 2025 with a regularly updated list of licensed platforms.
| Check | Where | What a pass looks like |
|---|---|---|
| Brand name | PAGCOR Guarantee site | The brand appears under an authorized category |
| Domain | 20 Oct 2026 brand and domain list | The exact address you will type is printed |
| Age rule | PAGCOR responsible gaming page | The site states 21 and above |
PeraPH is a reading site, not a gaming operator, so it holds no PAGCOR licence and has no entry on either list. The Perabet casino brand at perabet.com is a different brand, and neither “PeraBet” nor “perabet” appears as a brand or domain on either 20 October 2026 list.
What changed and what to watch for
Three changes matter to a player who used to pay by e-wallet.
- E-wallet gaming links were ordered removed. BSP Memorandum M-2025-029 told supervised institutions to remove in-app gambling access within 48 hours, and GCash states its gaming services left the app on 16 August 2025.
- E-sabong stays suspended. Executive Order No. 9, signed on 28 December 2022, continues the nationwide suspension; PAGCOR’s chairman said in September 2024 there were no plans to revive it.
- Fake licences are circulating. PAGCOR’s 29 June 2026 warning describes offshore sites that use its logo and display fabricated licence certificates.
The practical cost of skipping the check is large. A deposit sent to a look-alike site has no recourse, and the site may collect your ID and phone number. Read the GCash casino rules since August 2025 page for what GCash itself says about gaming payments.
Who may play matters as much as where. Beyond the under-21 rule, PAGCOR’s list of barred persons includes government officials and employees, members of the AFP and PNP, persons in the National Database of Restricted Persons, and employees of licensees. If you fall into one of these groups, a licensed platform is still closed to you.
Red flags to watch for
- A licence certificate image with no matching entry on PAGCOR’s lists
- A “verify here” link that leads to a page outside pagcor.ph, such as the counterfeit-certificate sites PAGCOR names
- Pressure to deposit quickly or to move to a chat app
- No statement of the 21+ age rule
PAGCOR’s public notice names three sites that generate counterfeit certificates, so a certificate alone proves nothing. For the sports side, see how casino vs sports betting differ, and for self-protection use gambling limits and self-exclusion. The online casino tips for Philippine players hub has the rest.
How to Get Started
-
Search the brand on PAGCOR's list
Open the PAGCOR Guarantee site and the 20 October 2026 brand and domain lists, then look for the exact brand and address you plan to use.
-
Compare the address letter by letter
A fake site copies the logo and a licence certificate, so match the domain in your browser bar to the listed domain, not the page design.
-
Walk away if the brand is absent
If the brand or domain is not listed, do not deposit. Report the site to the CICC through the link on PAGCOR's responsible gaming page.
